I would like to share my experience with the transparency in the context of Hema committee report mentioned here. Reports of many such committees, commissions are not made public at all levels. There was flood in my district and it was commonly held belief that flood is caused by a hydroelectric plant on a different river that discharges into the river in my district. A committee was formed and they did trials by actually releasing water. I wanted to study that report, but could not get hold of it. Similarly, in the same district there was a dam break, but not enquiry, fact finding by the irrigation department. Recently, Pune Municipal Corp refused to release the report on flood in Pune citing elections. I mean the purpose of such reports is to give clarity to people do that they can vote carefully.
